that piece is call C-clip, it used to hold the inner barrel in place with the hop up unit.

I'm not sure if regular C-clip will fit in there since I haven't try on mine yet, you might be able to find replacement part or can buy a complete hop up assembly and save one for spare.

I will check it out for you once I have time to make sure if the regular M4 C-clip will fit in there or other solution, you can just buy a used M4 hop up assembly unit and modify to fit ICS M4 body. it cost less and just need a little bit of work.

If you choose this way then I will guide you to do that. The only tool you need is rotary tool.

Your gun will work without that part. Its there to stop the inner-barrel from sliding out of the hop-up, however, it's in there pretty tight and friction should be enough to keep it there. If you're worried, wrap a piece of electrical tape around the end of the hop-up where that clip would be.

The red dot in that diagram is the black tube. Credit for the diagram goes to some guy from the internets.

So I guess I have to disassemble the whole hop up unit to insert this piece right.

Does anyone know where I can find a video or schematics on how to disassemble and re-assemble the hop up system on my ics m4? So I can figure out where this tiny rubber tube goes. Does it go inside of the hop up system or can it be installed without disassembling the whole thing?

It is the nub that the hopup arm pushes on to bulge the rubber through the hole on your inner barrel. If you turn your hopup upside down (with the inner barrel removed) you should see a little square hole where the arm pushes down. That little tube sits in there.
