Leave CTCSS off. It only matters if the transmitting station is using it, which EC is not.

Just punch in the freq and away you go.

DTMF is used for telephone signalling. Not applicable here.

PTT ID is used to transmit a code to authenticate your station. Also not applicable, since the EV weather channel is public.

The rest of those settings, I can't explain. They're radio specific I think.

Are you sure this channel is actually broadcasting anything other than the beep? Have you tried other weather channels? Literally, for my TH-G71a, I just punch in the frequency and it's done. You only have to program it if you need to recall it, but if you remember the frequency, just punch it in any time you're ready.

Did you try punching in the frequency outside of the program mode?

You may have to punch "VFO" or something similar.

Sorry to tell you but the Kenwood 370 is a UHF only transceiver.
Droc, you are getting the beep as an error message because you are trying to set the radio outside of its frequency range.
MM is able to get the weather because his is a dual-band rig. His oscillators are set up for both VHF and UHF.
