Sniper bolt will not move

Just bought a new modify tech mod 24 bolt action rifle and have not been able to fire it yet. I believe I have set it up correctly but for some reason the bolt wont pull back. I have used the same force I used on my last rifle. I don't want to pull it too hard and break it. Any ideas on what might be wrong?

Pull the bolt out and check it out, probably something jammed or off spec, when you push the handle down it "locks" in place, when you lift it something is supposed to come up and allow you to rack the bolt, obviously that isn't happening.
