Well wen i did my sniper training in the swedish airforce we had to do our own ghillies. The easyest way is to only have vegetationstraps on a regular uniform like the swedish M90. The you can atach real grass, leafs and other natural materials to look the same as the enviroment you are playing in.
And after that when you are switchin playground you only switsch the leafs and the grass and so on.

This is the best way for a real sniper to work in different enviroment without to have 30 different ghillies.

O i almost forgot one thing. When (if) you make a ghillie this way its easyest to take an old jacket in kamoflage and attach a camo net to its backsid and then the vegetation straps on top of the camo net.
