Well if we really wanted to go overboard we could make a short statement that the person who is signing up is required to read and before the account can be opened they are required to perform a small exam on what was read.
The account can not post until it has passed the test.

Seems like a lot of work that the admins might not want to do. I know I wouldn't considering they don't get paid. A good idea though but hard to implement unless someone wanted to do it.
