I'd recommend you hold off for a little longer. Once you're AV'ed and get a proper M4, that $199 can easily get you a rail system, lipo battery, high end charger, magazines and probably an ACOG or Holosight. Pretty much everything a new, naked M4 needs.
Then you can splurge additional money on custom stocks, fore-ends, flashlights, grenade launchers, suppressors and internal upgrades

If you can't strip out the goggles, pick up a pair of JT proflex goggle frames (only the frames if possible, but you might have to buy that mask). Similar profile to ballistic goggles (within reason) and the guys at FR shouldnt have any problems with them.

If I got a god m4 are the mags brand specific? Or can I buy any sort of mid cap lets say for an m4?

A lot of M4's (such has the highly recommended King Arms one) can take most brands of magazines. There are a few that are picky, but most aren't.
MAG brand midcaps are usually recommended around here, along with a few others.
