No access to BB's locally is a pretty bad reason. Either order them yourself (or get a friend to pay then pay them back since you don't have payment options) or get someone to start up a small ammo order business by buying a shit ton and reselling them. You could even do that yourself. It isn't really an excuse if the players are there and using up ammo.
