Basically they're bragging about the 2010 International Sniper Competition where Taiwan received 4th place.

@ 2:18 you can see a T91 Rifle w/ ACOG TA01NSN scope as well as a rail attachment on the handguard. I just find it more ironic these days that we know more and more about the T91 yet the kit for the ROC Army remain kinda like a mystery.
