Attach right to the vest. If you have to wear your OTV everywhere you go and inside your base then it's more practical to have the FLC with the pouches overtop so you can ditch the equipment you don't need when your in base.
Mind you it works the same way in airsoft too...

MICH 2000 or MICH TC-2000 ?

AFAIK they are the same. And I believe if its not the same they are issued TC's
mine was from a SF dude and it is a TC2000.
